Joleene Starr is the Principal of Raton High School (grades 7–12) in Raton, New Mexico. A dedicated secondary leader, she is recognized for her commitment to building coherent instructional systems that bridge the gap between administrative leadership and daily classroom practice. Under her leadership, Raton High School has undertaken schoolwide efforts to strengthen literacy across all disciplines. Joleene Starr advocates for the implementation of disciplinary literacy routines using the Reading Apprenticeship framework, ensuring that students develop specialized reading and thinking skills in every subject area. She champions a collaborative instructional coaching model, working closely with teachers in all content areas to refine their practice and improve student outcomes. Beyond academics, Joleene’s leadership philosophy is rooted in restorative and relational practices. She is passionate about fostering a people-centered school culture where every student and staff member feels valued.
